At their meeting in Scotus college in Glasgow on Tuesday 9 December 2003, Cardinal Keith O'Brien, President of the Bishops' Conference of Scotland, confirmed that Fr. Paul Conroy would be appointed to the post of Assistant General Secretary to the Conference.

Fr. Conroy will take up his post immediately, leasing with and assisting Mgr. Henry Docherty, the Conference General Secretary. He will remain as Parish Priest of Our Lady and St. George in Penilee in the short term and will step down as Director of Pastoral Planning in the Archdiocese.

Commenting on the appointment, Cardinal O'Brien said;
"I welcome Fr. Paul Conroy to this post and am grateful for his willingness to assist the Bishops' Conference. I am sure the Church in Scotland will benefit greatly from the skills and experience of Fr. Paul in many areas and I join with my brother Bishops in thanking Archbishop Conti, for releasing him from his responsibilities in Glasgow to serve our Conference."

Fr. Paul responded;
"I look forward to the new challenges ahead and would hope to develop productive working relationships with the Bishops and the various office bearers in our national agencies and commissions. I am particularly happy to have the opportunity of working with Mgr. Henry Docherty and of benefiting from his considerable experience."
